Mr. Robert Tuohy

Mr. Tuohy brings 34 years of experience in the government and private sector. He was one of the first advisors to the embryonic Department of Homeland Security and started the homeland security practice at Hicks and Associates, Inc. During that time he conducted the first comprehensive capability gap analysis of the nation’s emergency response to catastrophes and did a similar study of border security needs. The results of both studies became the foundation of the Department’s early science and technology investments.

Prior to joining Hicks & Associates, Mr. Tuohy completed a 28-year career at the Defense Department as a Senior Executive and Director of Science and Technology Plans & Programs in the Office of the Secretary of Defense. While at the Defense Department, Mr. Tuohy designed and implemented the first capabilities-based technology planning system and developed the process by which the Department evaluates its S&T programs.

Mr. Tuohy has a bachelor of arts degree in applied behavioral sciences from the National-Louis University and a master of science degree in science and technology commercialization from the University of Texas at Austin, and he is an alumnus of the Federal Executive Institute. He is also a member of the InterAgency Board for Equipment Standardization and Interoperability.
